Bihar PGDAC 2026 Round 3 Counselling: Registration Begins October 5, Check Fees, Dates and Choice Filling Details

The Bihar Combined Entrance Competitive Examination Board (BCECEB) has released the detailed notification for Round 3 of Post Graduate Dental Admission Counselling (PGDAC)-2026 for admission to first-year MDS courses in government and private dental colleges of Bihar for the academic year 2026-27. The notice, issued under Advertisement No. BCECEB(PGDAC)-2026/04 dated October 2, 2026, invites eligible NEET(MDS)-2026 candidates to participate in the online Round 3 counselling process.

Round 3 counselling will be conducted for vacant MDS seats remaining after the completion of PGDAC-2026 Round 2 counselling held from September 29 to September 30, 2026. The admission will be based on the PGDAC-2026 merit position prepared using the All India Rank (AIR) obtained in NEET(MDS)-2026.

Candidates who have not registered earlier, as well as candidates who registered earlier but did not duly submit their online application along with the required counselling fee and security deposit, can participate, subject to the prescribed eligibility conditions. Candidates must not be admitted to any Dental College in India for participating in Round 3.

BCECEB has also invited consent from eligible candidates who had already submitted their online application earlier and fall under the conditions specified in the Round 3 advertisement. Candidates who participated in earlier rounds must carefully check the conditions applicable to them before submitting consent or making changes to their choices.

Colleges Covered Under Bihar PGDAC 2026

The Round 3 counselling covers MDS seats in the following institutions:

  • Patna Dental College, Patna – Government Dental College
  • Mithila Minority Dental College & Hospital, Darbhanga – Private Dental College
  • Buddha Institute of Dental Science & Hospital, Kankarbagh, Patna – Private Dental College

BCECEB will publish the updated seat matrix after Round 2 on October 3, 2026. Candidates are advised to check the latest vacancy position before registration, submitting consent, editing choices or filling fresh choices. The Board has also stated that additional virtual vacancies may arise due to upgradation of Round 2 candidates.

Bihar PGDAC Round 3 Registration and Choice Filling Dates

Online registration and submission of the Application-cum-Choice Filling form, editing of application data and editing of choices will start on October 5, 2026. The last date for online registration is October 11, 2026, up to 10:00 PM, while the final deadline for submission of the Application-cum-Choice Filling form with payment, editing of application data and editing of choices is October 11, 2026, up to 11:59 PM.

Candidates who had already submitted their application earlier will be able to submit consent for Round 3, make applicable payments, edit application data and edit choices from October 5 to October 11, 2026, up to 11:59 PM.

Candidates whose Round 1 or Round 2 seats are cancelled with forfeiture of the security deposit will receive another opportunity to submit consent with fresh payment on October 13, 2026. The last date for this process is October 13, 2026, up to 11:59 PM.

The PGDAC-2026 Round 3 Rank Card will be published on October 15, 2026. The last date for choice filling, editing and locking is October 16, 2026, up to 2:00 PM. The Round 3 provisional seat allotment result will be published on October 17, 2026.

PGDAC 2026 Counselling Fee and Security Deposit

Candidates participating in Round 3 have to pay a non-refundable counselling/registration fee of INR 2,200 through online mode. Payment can be made using a debit card, credit card, net banking or UPI. Applicable payment processing charges will be additional.

The refundable security deposit depends on the type of college and category of the candidate.

Candidates must ensure that the counselling fee and security deposit are successfully reflected in the Board's account within the prescribed deadline. If a transaction fails despite the amount being debited, candidates have been advised to make the required payment again rather than waiting for payment status to be updated.

Who Can Participate in PGDAC Round 3?

Eligible and qualified NEET(MDS)-2026 candidates can participate in Round 3 subject to the conditions specified by BCECEB. Candidates who have already taken admission through All India Quota up to MCC Round 3 are not eligible for Bihar PGDAC Round 3 or subsequent counselling.

Candidates who have already been allotted and finally admitted to an MDS seat through PGDAC Round 1 or Round 2 after document verification are also not eligible for Round 3 unless they fall under the specific resignation/withdrawal and consent provisions mentioned in the notification.

Candidates who have not been allotted a seat in earlier rounds, whose seat was cancelled under the prescribed rules, or who participated in Round 2 but did not receive a seat may be eligible to participate by submitting the required consent.

Rules for Float and Freeze Candidates

Round 2 Float candidates who successfully completed document verification without discrepancies can participate in Round 3 and may edit their previous choices. However, they cannot remove their Round 2 allotted choice from the choice list, although they can change its position.

Float candidates can also resign or surrender their Round 2 seat through the online counselling portal during the prescribed period. The security deposit will be forfeited in such cases, and the candidate must download the system-generated withdrawal slip.

Freeze candidates who took admission through Round 1 or Round 2 may also resign their allotted seat during the prescribed period by physically visiting the allotted institution. The security deposit will be forfeited, and the candidate must obtain the system-generated resignation slip duly signed by the Principal or Admission In-charge.

Choice Filling and Seat Allotment

After successful payment, candidates have to fill their preferred courses and colleges in order of preference. Candidates must first save their choices and then use the Choice Locking option before the prescribed deadline.

Choice locking and unlocking will be authenticated through OTP sent to the registered mobile number or email ID. Candidates are advised to download or print their final locked choices for future reference.

The Round 3 seat allotment will be conducted on a merit-cum-choice basis. Candidates who receive a seat must upload clear scanned copies of the required original documents in PDF format for online document verification before downloading the provisional seat allotment order.

After online verification, candidates allotted a Round 3 seat must physically report to the allotted institute between October 18 and October 19, 2026, with all original documents for document verification and admission.

If uploaded documents are blurred, incorrect, missing, mismatched with the candidate's claims or otherwise defective, BCECEB may issue a discrepancy notification through SMS or email. Candidates must correct and re-upload the required documents within the prescribed period.

Candidates who fail to report for physical document verification, do not take admission after being allotted a seat, or are found ineligible during verification will have their seat cancelled and their security deposit forfeited. Such candidates will also not be eligible for the Stray Vacancy Round.

Candidates Without a Round 3 Seat

Candidates who participate in Round 3 but do not receive an MDS seat will be allowed to participate in the Stray Vacancy Round, subject to the applicable rules and submission of consent. Such candidates will also have the facility to edit their application data and choices as permitted by BCECEB.

Documents Required

Candidates who receive a Round 3 MDS seat must upload and later produce the required original documents. The list includes:

  • NEET(MDS)-2026 Admit Card
  • NEET(MDS)-2026 Score Card
  • PGDAC-2026 Rank Card
  • Matriculation or equivalent certificate/mark sheet
  • Intermediate/10+2 or equivalent certificate/mark sheet
  • Residential Certificate
  • Caste Certificate/EWS Certificate, wherever applicable
  • DQ/PwBD, NRI, Minority, Ward Quota or other applicable certificates
  • PGDAC-2026 Online Application Confirmation Page
  • Required original certificates for admission to private dental colleges
  • Six passport-size photographs matching those used on the NEET(MDS)-2026 Admit Card
  • Aadhaar Card
  • Check Slip
  • Biometric Identification Report Form

Candidates applying under the DQ/PwBD category must upload the prescribed DQ certificate along with the UDID Card and Affidavit in the required format. The original documents must also be produced during physical document verification.

Important Fee Warning for Private Dental Colleges

BCECEB has specifically advised candidates to verify the course-wise and college-wise fee structure of private dental colleges before filling the application and choices. The Board has stated that private colleges may have a high fee structure and candidates should confirm the applicable tuition and other charges through the BCECEB website or concerned college website before registration.

The Board has clarified that it does not take responsibility for the fee structure of private dental colleges and will not entertain complaints regarding such fees.
