Haryana MDS Admission 2026-27: State Notifies Admission Procedure, Reservation and Counselling Rules

The Haryana Government, Medical Education and Research Department has notified the admission procedure for Post Graduate Dental (MDS) courses for the academic session 2026-27.

The notification was published in the Haryana Government Gazette Extraordinary on September 8, 2026 and supersedes earlier notifications related to MDS admissions in the state.

The admission procedure will apply to Government Dental Colleges, Private Dental Colleges and dental institutions under State Private Universities in Haryana. Admissions will be conducted through centralized online counselling based on NEET MDS 2026 merit.

Haryana MDS Counselling 2026: Key Admission Rules

Pandit Bhagwat Dayal Sharma University of Health Sciences (UHSR), Rohtak has been authorized to conduct the Combined Centralized Online Counselling for MDS admissions in Haryana.

Candidates will have to register through the authorized admission portal. The counselling schedule and web portal details will be published through the official UHSR and Directorate of Medical Education & Research Haryana websites.

Candidates are required to regularly check the official websites for counselling updates.

NEET MDS 2026 Merit Will Determine Admission

For State Quota admissions, the allotment will be made according to the Haryana State Merit List prepared on the basis of NEET MDS 2026 merit.

Candidates will have to fill their preferred course, specialty and institution on the online counselling portal. The preferences submitted by candidates will be considered in the order entered by them, and changes will not be permitted after the notified deadline.

Seat allotment will be based on NEET MDS 2026 merit and the choices filled by candidates. The online allotment will remain provisional until eligibility and original documents are physically verified by the Admission Committee.

Haryana MDS Admission 2026: Reservation Details

The notification provides several reservation provisions for MDS admissions.

Government Dental Institutions

  • 50% seats will be assigned to the All-India Merit Category of NEET MDS 2026.
  • The remaining 50% seats will be assigned under the Haryana State Merit Category.
  • Up to 40% of State Quota seats may be reserved for eligible In-Service candidates.
  • 25% seats under State Quota will be reserved for candidates who completed their BDS from institutions located in Haryana under the Institutional Preference category.
  • 5% seats will be reserved for candidates with benchmark disabilities as per applicable rules.

In-service candidates seeking the reservation benefit must have a valid No Objection Certificate (NOC) from the competent authority.

Private Dental Institutions

In private dental institutions covered by the notification:

  • 50% seats will be filled under the Open Merit/State Quota category.
  • The remaining 50% seats will be filled under the Management Category.

For Management Category admissions, the merit list will be prepared on the basis of All India NEET MDS 2026 merit.

Dental Colleges Covered Under Haryana MDS Counselling 2026

The notification covers the following institutions, subject to the required final approvals:

Government Dental College

  • Post Graduate Institute of Dental Sciences (PGIDS), Rohtak

Private Dental Colleges

  • Swami Devi Dayal Hospital and Dental College, Golpura, Barwala
  • J.N. Kapoor DAV Centenary Dental College, Yamuna Nagar
  • JCD Dental College, Sirsa
  • Sudha Rustagi Dental College and Hospital, Faridabad
  • SGT Dental College, Hospital and Research Institute, Budhera, Gurugram, under SGT University

The final seat distribution for different specialties and institutions will be notified separately.

Haryana MDS Admission 2026 Eligibility

Candidates seeking admission to Government Dental Institutions and State Quota seats in Private Dental Institutions must satisfy the prescribed eligibility conditions.

Candidates must:

  • Be citizens of India.
  • Fulfil the applicable Haryana residence/BDS qualification requirements for State Quota seats.
  • Have completed the required one-year compulsory Rotatory Internship from a recognized institution.
  • Be registered with a State Dental Council/National Dental Commission.
  • Meet the qualifying requirements prescribed for NEET MDS 2026.

Candidates applying under the Management Category can be from any state of India, irrespective of domicile or place of study.

Candidates who have not obtained the minimum eligibility marks prescribed for NEET MDS 2026 will not be eligible for MDS admission.

Original Documents Mandatory for Admission

Candidates who are provisionally allotted seats must appear for physical document verification with their original certificates and documents.

The notification states that attested photocopies alone will not be accepted for admission verification. Failure to produce the required original documents can result in cancellation of the online seat allocation.

The final confirmation of the allotted seat will take place only after verification of eligibility and original documents by the Admission Committee.

Haryana MDS Counselling 2026: Second Round Rules

If seats remain vacant after the first round, they will be filled through subsequent counselling rounds.

Fresh candidates will be allowed to register for the second round. Candidates already registered in Round 1 will not have to register again but must submit their willingness/option to participate in Round 2.

Candidates participating in Round 2 must submit fresh choices according to their preferred course, specialty and institution.

The notification also provides for a security deposit for candidates participating in the second round:

  • INR 25,000 for candidates opting for State Quota seats in Government/Government-aided Dental Institutions.
  • INR 12,500 for eligible reserved-category candidates in the applicable Government/Government-aided option.
  • INR 2,00,000 for candidates opting for State Quota seats in both Government and Private Dental Institutions.

The applicable amount will be adjusted against first-year fees if a seat is allotted, or refunded if no seat is allotted, as specified in the notification.

Haryana MDS Counselling Registration Fee

Candidates participating in Haryana MDS counselling will have to pay the prescribed non-refundable registration fee:

Private Dental Institutes, including those under Private Universities, are also required to deposit a prescribed counselling processing fee with UHSR.

PGIDS Rohtak MDS Fee Structure

The notification specifies the following fee structure for MDS courses at PGIDS Rohtak:

The notification also provides a separate hostel fee structure. Fees are payable annually, and institutions cannot require students to deposit the entire course fee in advance.

Bond and Course Leaving Rules

Candidates leaving the MDS course midway after the specified period before the final admission deadline may face strict consequences.

The notification provides for:

  • INR 10 lakh bond amount for leaving the course midway.
  • Three-year debarment from applying for admission to any PG course in Haryana.
  • Payment of the academic-year fee in which the candidate leaves, along with 50% of the fee for the following academic session, in addition to the bond amount.

These provisions are also applicable to candidates admitted under the Management Category.

NRI Category MDS Admission

The notification provides 15% of Management Quota seats in eligible Private Dental Colleges affiliated with Pt. B.D. Sharma UHS, including institutions under Private Universities, for the NRI category.

Admission under the NRI category will be based on NEET MDS 2026 merit, and only NEET-qualified candidates will be eligible.

PIOs, OCIs and Foreign Nationals who qualify NEET can also apply under the NRI category, subject to the priority and eligibility conditions specified in the notification.

Candidates seeking Haryana MDS Admission 2026-27 should:

  1. Ensure they have qualified NEET MDS 2026.
  2. Keep all original academic, registration, category and residence documents ready.
  3. Regularly check the UHSR and DMER Haryana websites for the counselling portal and schedule.
  4. Carefully fill course, specialty and college preferences.
  5. Check the applicable reservation and eligibility requirements before registration.
  6. Follow the document verification and admission schedule once notified.
