The Directorate of Medical Education (DME), Government of Manipur has issued the notification for the Second Round of Manipur Medical e-Counselling 2026-27 for admission to MBBS, BDS and BASLP courses.
As per the notification dated September 5, 2026, candidates registered for Manipur Medical e-Counselling must compulsorily submit fresh seat choices to participate in the second round.
The counselling will cover State Government Quota seats for MBBS, BDS and BASLP courses, Management Quota MBBS seats and NRI Quota MBBS seats, as applicable.

Candidates should complete registration and fresh choice filling within the prescribed schedule.
NEET UG 2026 qualified candidates who did not register in previous counselling rounds are also eligible to register for the second round, subject to fulfilling the applicable eligibility conditions.
Fresh candidates must complete registration through the official Manipur Medical e-Counselling portal:

The web-based application link is also available through the Directorate of Health Services, Manipur website.
Candidates are advised to carefully read the technical instructions issued by DME Manipur before completing registration.
Registration will be considered complete only after payment of the applicable non-refundable application fee and refundable security fee.

No separate fee will be charged for choice filling on the web-based counselling application.
The INR 15,000 security fee will be refunded after completion of all applicable counselling rounds, subject to the prescribed conditions.
Candidates can select from three seat types during registration:
Candidates can select multiple seat types subject to payment of the applicable fees. Once the registration form is finally submitted, the selected seat types cannot be changed.
Candidates must submit fresh seat choices for the second round.
Choices submitted during the first round will not remain valid for Round 2 or subsequent rounds.
Candidates who fail to submit fresh choices within the prescribed Round 2 window will not be included in the Round 2 merit list and will not be considered for seat allotment.
Candidates must save and lock their choices within the prescribed timeline. If choices are not manually locked, they will be auto-locked at the end of the stipulated timeline.
The following candidates can participate in the second round, subject to applicable rules:
Candidates exercising Float will be considered for higher-preference seats based on merit, choice preference and seat availability.
If a candidate receives a new seat in Round 2, the seat allotted in Round 1 will be considered vacated and made available for allotment to another eligible candidate.
Candidates allotted seats in Round 2 will have to select one of the applicable options:
Candidates selecting Freeze must physically report to the allotted medical/dental college with their original documents.
Candidates selecting Float can submit their willingness for further upgradation online and generally do not need to physically report to the allotted college at that stage, subject to the specific verification requirements.
However, candidates allotted seats at Regional Dental College (RDC), Guwahati must physically report to the institute for original document verification and completion of admission formalities.
The INR 15,000 refundable security fee may be forfeited if a candidate fails to join the allotted institute after Round 2 seat allotment within the prescribed joining period.
The security deposit can also be forfeited if the admission is cancelled after the second round for reasons covered under the counselling rules.
Candidates allotted a Round 2 seat can surrender or resign from the seat according to the prescribed procedure and timeline.
A Freeze candidate seeking resignation must:
Once a seat is surrendered or resigned, the candidate will have no further claim over that particular seat.
Candidates with provisional admission under the Float option can submit an online seat surrender request through the counselling portal in the prescribed format. Once the seat is surrendered, the candidate will have no claim over the surrendered seat, and the security deposit will be forfeited.
