NMC Issues Guidelines for PwBD Assessment for Postgraduate Medical Admission 2025

The National Medical Commission (NMC) has issued new guidelines concerning the assessment of Persons with Benchmark Disabilities (PwBD) for admission to postgraduate medical courses.

As per the communication bearing No. E-836553/2026-PGMEB dated September 16, 2026, the NMC has issued the “Guidelines on Assessment of Persons with Benchmark Disabilities (PwBD) for Admission to the Post Graduate Medical Courses, 2025.”

The guidelines have been issued in exercise of the powers conferred under Sections 10 and 25 of the National Medical Commission Act, 2019, read with Section 57, and in furtherance of the Post Graduate Medical Education Regulations, 2023.

NMC PwBD Guidelines for PG Medical Admission

The guidelines provide the regulatory framework for the assessment of candidates with benchmark disabilities seeking admission to postgraduate medical courses.

The document is intended to provide the applicable assessment framework for determining the suitability and eligibility of PwBD candidates in the context of postgraduate medical education.

Candidates seeking admission under the PwBD category should carefully follow the assessment requirements prescribed by the NMC and the competent authorities.

Guidelines Issued Under NMC Act and PG Medical Education Regulations

The National Medical Commission has issued the guidelines under its statutory powers under the National Medical Commission Act, 2019.

The notification specifically refers to:

  • Sections 10 and 25 of the National Medical Commission Act, 2019
  • Section 57 of the NMC Act
  • Post Graduate Medical Education Regulations, 2023

The guidelines have therefore been issued as part of the regulatory framework governing postgraduate medical education.

Effective From Date of Publication

According to the NMC communication, the guidelines will come into force from the date of their publication by the National Medical Commission.

Candidates and other stakeholders should therefore refer to the officially published guidelines for the detailed assessment provisions and applicable procedures.

What PwBD Candidates Should Know

Candidates applying for admission to postgraduate medical courses under the Persons with Benchmark Disabilities (PwBD) category should carefully review the NMC's assessment guidelines before participating in the admission process.

The assessment requirements may be relevant during the counselling and admission process, and candidates should ensure that their disability-related documentation and assessment are completed according to the applicable requirements.

The NMC has also issued separate PwBD-related guidelines for MBBS admission 2026 earlier this year, including an addendum dated August 5, 2026, demonstrating that disability assessment requirements are being separately addressed for UG and PG medical admissions.
