The National Medical Commission (NMC), through its Undergraduate Medical Education Board, has issued a public notice regarding the assessment and admission of PwBD candidates to the MBBS course.

The notice was issued in alignment with the Hon'ble Supreme Court's judgment in Om Rathod vs. Union of India and related rulings. Following the court directions, NMC constituted an expert committee to reassess Appendix-H-1 of the 2019 Disability Guidelines.

The objective was to align the disability assessment framework with the Rights of Persons with Disabilities Act, 2016, and the updated disability assessment standards notified by the Ministry of Social Justice and Empowerment in March 2024.

NMC Interim Guidelines for PwBD MBBS Admission

Following consultations, NMC framed Interim Guidelines outlining the assessment method for admitting PwBD candidates to the MBBS course.

The guidelines were made implementable for admissions in the academic year 2025-26.

Under the procedure, candidates applying under the PwBD category are required to submit a valid UDID card issued by a designated medical authority and a self-certified affidavit in the prescribed format.

UDID Card and Self-Certified Affidavit Required

PwBD candidates applying for MBBS admission must submit:

• Valid UDID Card issued by a designated medical authority under the Ministry of Social Justice and Empowerment.
• Self-Certified Affidavit in the prescribed Schedule-I format.
• The candidate must subsequently report to a designated medical board for verification of the self-certified affidavit.

The document states that there are 16 designated medical boards responsible for the verification process.

Designated Medical Boards to Verify Functional Abilities

The designated medical boards are responsible for verifying the candidate's self-certified affidavit and evaluating their functional abilities.

The detailed assessment procedures for the medical boards are provided in the Interim Guidelines issued by NMC.

Candidates applying under the PwBD category have also been advised to visit the Intra MCC portal for detailed instructions related to the admission process.

Types of PwBD Self-Certification and Affidavit Forms

The NMC document contains multiple formats under Schedule-I for candidates applying under the PwBD category.

These include:

The general self-certification form requires details including the candidate's name, NEET Roll Number, NEET score, UDID number, disability type and disability percentage.

Functional Competencies to Be Declared by Candidates

The self-certification form requires candidates to declare their ability to perform essential functional competencies relevant to undertaking the MBBS course.

These include areas such as:

• Communication
• Hearing and response to speech
• Dominant hand functionality
• Understanding and communication
• Vision
• Use of assistive devices, wherever applicable

Candidates are required to affirm that they possess the essential competencies necessary to successfully undertake the MBBS course.

False Declaration May Lead to Revocation of Admission

The affidavit specifically requires candidates to acknowledge that any false declaration may result in revocation of admission.

Candidates must therefore provide accurate information regarding their disability, functional abilities and use of assistive devices.

The affidavit is required to be signed by the candidate and notarized as prescribed in the respective format.

Hearing Impairment Affidavit

Candidates with hearing impairment are required to declare the affected ear or ears and details of assistive devices such as:

• Prescribed hearing aid
• Cochlear implant
• No assistive device

The affidavit also requires candidates to declare their ability to communicate effectively, engage in conversations in quiet and noisy environments, understand verbal instructions and carry out phone conversations.

Locomotor Disability Affidavit

For locomotor disability involving the upper extremity, the affidavit includes functional declarations relating to activities such as:

• Lifting objects overhead
• Touching the nose with a finger
• Eating independently
• Grooming
• Wearing upper garments
• Personal hygiene
• Holding a glass
• Buttoning and unbuttoning clothes
• Wearing lower garments
• Holding a pen or pencil and writing

For lower-extremity disability, candidates are required to declare abilities such as standing, walking on plain surfaces, sitting on a chair, climbing stairs, going downstairs and turning to either side.

Affidavit for Mental Illness, SLD and ASD

The NMC has also prescribed an affidavit format covering mental illness, speech disorders, specific learning disorder (SLD) and autism spectrum disorder (ASD).

Candidates are required to declare their ability to communicate, listen and respond to speech, follow instructions, comprehend medical terminology, maintain social interaction and respond to verbal instructions.

Visual Impairment Affidavit

Candidates with visual impairment are required to provide details regarding the affected eye or eyes and the use of Low Vision Aid (LVA), wherever applicable.

The prescribed criteria include requirements relating to best corrected visual acuity, field of vision and the suitability of the low vision aid for everyday use.

PwBD Candidates With Other Benchmark Disabilities

The general Appendix-A self-certified affidavit also applies to persons with benchmark disabilities other than locomotor, visual, hearing, SLD, ASD or mental illness.The document specifically gives examples such as haemophilia, thalassemia, sickle cell disease and chronic neurological conditions.
