Tamil Nadu MBBS/BDS Admission 2026: SC, SCA, ST, SCC Students Exempted from Upfront Fees Under Scholarship Scheme

The Tamil Nadu Medical Selection Committee, Directorate of Medical Education & Research, Kilpauk, Chennai, has issued an important notification regarding the collection of fees from students belonging to SC, SCA, ST and SCC categories who are eligible for the Post Matric Scholarship Scheme.

According to Notification No. 30/SCS1(1)/2026 dated September 25, 2026, the Selection Committee has received complaints that certain self-financing medical and dental colleges and State Private Universities were demanding upfront fee payments from eligible scholarship beneficiaries.

The Selection Committee has reiterated the directions issued under G.O.(Ms) No. 92, Adi Dravidar and Tribal Welfare Department, dated November 19, 2012, along with the letter received from the Adi Dravidar Welfare Department dated September 12, 2026.

SC, SCA, ST, SCC Candidates Not Required to Pay Upfront Fees

As per the directions cited in the notification, SC, SCA, ST and SCC candidates belonging to Tamil Nadu whose parents' annual income is less than INR 2.50 lakh are exempted from upfront payment of:

  • Tuition Fee
  • Development Fee
  • Other non-refundable fees fixed by the Fee Fixation Committee

Eligible candidates must be allowed to take admission and join their course without insisting upon upfront payment of these fees.

Colleges Cannot Make Scholarship Reimbursement a Precondition for Admission

The Selection Committee has instructed all concerned institutions to admit eligible candidates without requiring upfront payment of the applicable fees.

The concerned colleges are required to process or facilitate the Post Matric Scholarship claim within the prescribed time.

The notification specifically states that reimbursement by the Government will follow admission and must not precede admission or be made a precondition for admission.

Therefore, eligible scholarship candidates should not be denied admission merely because the Government reimbursement has not yet been received by the institution.

Which Candidates Are Covered?

The exemption applies to candidates who satisfy the conditions specified in the notification:

Candidates should ensure that they meet the applicable scholarship eligibility conditions.

Tuition Fee Applicable for 4.5 Years of Academic Study

The notification also provides an important clarification regarding tuition fees for the medical course.

The tuition fee shall be levied only for 4.5 years of academic study, as applicable under the norms of the National Medical Commission (NMC).

No tuition fee shall be collected for the one-year compulsory Rotating Medical Internship.

This provision applies to the fee structure as specified in the notification.

Complaints Against Fee Collection Will Be Viewed Seriously

The Tamil Nadu Medical Selection Committee has warned institutions against deviations from the prescribed directions.

Any complaints regarding violation of the fee exemption provisions will be viewed seriously and forwarded to the appropriate authorities for necessary action.Self-financing medical and dental colleges and State Private Universities have therefore been instructed to comply with the applicable Government orders and directions.
