The Directorate General of Medical Education and Training, Uttar Pradesh has issued important guidelines for the Second Round of UP NEET UG Counselling 2026 for admission to MBBS and BDS courses in government and private medical and dental colleges of the state.

The guidelines were issued through a notice dated September 12, 2026, from the office of the Director General, Medical Education and Training, Uttar Pradesh, Lucknow.

According to the notice, Round 2 seat allotment will be conducted on the basis of the Round 2 merit list. Candidates are advised to carefully follow the choice filling, choice locking, seat allotment and admission rules before participating in the counselling process.

UP NEET UG Counselling 2026 Round 2: Key Guidelines

Candidates who participated in the first round and remained unallotted or were admitted can participate in the second round without depositing the security money again, subject to the conditions specified by the counselling authority.

Candidates who were allotted a seat in Round 1 but did not take admission, or who resigned within the prescribed Free Exit period, also do not need to deposit the security money again if they wish to participate in Round 2.

However, candidates must have completed registration/security deposit formalities within the prescribed time and their documents must have been online verified to become eligible for the choice-filling process.

Round 2 Vacancy: Vacant, Not Reported, Resigned and SAC Seats

During Round 2 choice filling, candidates will see various categories of vacancies from the first round.

These include:

• Vacant Seats
• Not Reported Seats
• Resigned Seats
• Seat Against Cancellation (SAC)

The notice explains that SAC seats are virtual vacancies. Such vacancies can arise when a candidate already admitted in a seat gets upgraded to another seat. The previously occupied seat can then be allotted to another candidate according to merit and choices.

No Limit on Choice Filling

Candidates can fill choices for government and private medical and dental colleges according to their preference.

There is no limit on the number of choices that candidates can fill. However, candidates should select only those colleges in which they are genuinely interested in taking admission.

Choice Locking Is Mandatory

After completing choice filling, candidates must lock their choices.

If a candidate fails to lock the choices, they will not be included in the seat allotment process. The responsibility for not locking choices will remain entirely with the candidate.

Once choices are locked, no modification or change will be permitted, and requests submitted to the Directorate for changing locked choices will not be considered.

Important Rule for Candidates Already Admitted in Round 1

Candidates who are already admitted through Round 1 and want to participate in Round 2 for upgradation should carefully arrange their choices.

Candidates are advised to remove the previously allotted/admitted seat from their choices if they want a different seat. If the previous seat is again allotted during Round 2, the candidate may have to report to the concerned nodal centre and complete the admission process again.

If a candidate receives a new seat through re-allotment, the previously allotted seat will become vacant and may be allotted to another candidate.

If no re-allotment takes place, the candidate's previously admitted seat will remain unchanged.

Round 2 Allotted Seat: Admission Is Mandatory

Candidates allotted a seat in Round 2 for government or private medical/dental colleges must complete admission at the allotted institution.

If a candidate does not take admission after being allotted a Round 2 seat, the entire deposited security amount will be forfeited.

Such candidates will also have to deposit the security amount again to become eligible for participation in the Third Round of counselling.

Similarly, if a candidate admitted in Round 1 receives re-allotment in Round 2 but does not take admission, the deposited security amount will be forfeited.

Where to Complete Admission?

Candidates allotted seats in government medical or dental colleges must report to the concerned medical/dental college, institution or university to complete the admission process.

Candidates allotted seats in private medical or dental colleges must report to the concerned nodal centre for completing admission formalities.

Tuition Fee for Private Medical and Dental Colleges

Candidates allotted seats in private medical and dental colleges must deposit the government-prescribed tuition fee through a CTS bank draft in favour of:

The draft must be deposited at the concerned nodal centre. Failure to deposit the prescribed tuition fee will result in cancellation of admission.

The notice states that the prescribed tuition fee and fee structure of minority institutions are available on the official websites upneet.gov.in and dgme.up.gov.in.

Medical Examination Mandatory

Candidates receiving an allotment must undergo a medical examination by the Medical Board constituted at the concerned medical/dental college or nodal centre.

Candidates should complete the medical examination and other admission formalities within the prescribed timeline.
