The Hemwati Nandan Bahuguna Uttarakhand Medical Education University (HNBUMU), Dehradun has released detailed guidelines for candidates participating in Round II of Uttarakhand State NEET PG MDS 2026 Online Centralized Counselling.

The instructions specify the candidates eligible for Round II, registration and security fee requirements, fresh choice filling, seat upgradation, security deposit forfeiture rules and the procedure for candidates already admitted through Round I.

According to the instructions, candidates should carefully complete all Round II formalities within the prescribed schedule.

Who Can Participate in Uttarakhand NEET PG MDS Round II?

The following candidates are eligible to participate in Round II:

• Candidates registered in Round I who were not allotted any seat.
• Candidates who were allotted a Round I seat and selected FLOAT within the prescribed time and wish to participate for seat upgradation.
• Candidates who were allotted a Round I seat but did not select either FLOAT or FREEZE within the prescribed time and wish to participate in Round II.
• New eligible candidates who wish to participate in Round II.

Candidates Not Eligible for Round II

Candidates who selected FREEZE during Round I and completed the admission process at the allotted institution within the prescribed time will not be eligible to participate in Round II.

Registration and Security Fee Rules

Candidates participating in Round II are required to complete the online application and pay the applicable registration and security fee through the prescribed online modes.

The counselling registration fee is non-refundable. Detailed information regarding the security fee is available separately on the HNBUMU website.

Candidates who already deposited the registration fee and security deposit in Round I but did not complete the application can participate in Round II by re-registering, completing the required information and filling fresh choices. They do not have to pay the registration and security fee again.

Candidates who deposited INR 6,500 as registration fee but did not deposit the security fee can participate by paying the applicable security fee after re-registration. They must also complete the required information and submit fresh choices.

Candidates who did not deposit either the registration fee or security fee must complete all registration, fee payment and choice-filling requirements as prescribed.

Fresh Choice Filling Mandatory for Round II

Candidates participating in Round II must submit fresh choices. Failure to complete re-registration/registration, security fee payment where applicable and fresh choice filling within the prescribed timeline will make the candidate ineligible for Round II seat allotment.

Candidates should complete the online application carefully and upload their photograph and signature as submitted for NEET PG MDS 2026. After submission, candidates should take a printout and retain it for future reference.

If a candidate wants to edit information within the registration schedule, an additional INR 500 correction fee per session is applicable through online mode. No extension will be provided for editing. Once changes are made, the earlier hard copy becomes null and void.

Round II Allotment Based on Merit and Choices

HNBUMU has stated that allotment against available State Quota and All India Quota seats in Round II will be made strictly on the basis of NEET PG MDS 2026 merit-cum-preferences of eligible candidates.

Candidates are advised to select their choices carefully. The counselling instructions specifically advise candidates not to select a subject, specialization, college or quota in which they are not interested because security fee forfeiture rules apply in Round II.

Important Rules for FREEZE and FLOAT Candidates

Candidates who selected FREEZE in Round I but leave their admitted seat during Round II will not be eligible to participate again in Round II. However, they can participate in Round III.

Candidates who selected FLOAT in Round I can participate in Round II for upgradation by submitting fresh choices. If they leave their FLOAT seat during Round II, they will not be eligible to participate again in Round II, but they may participate in Round III.

Candidates who selected FREEZE in Round I but failed to complete the admission process within the prescribed time will have their allotted seat cancelled, but they remain eligible for Round II.

Security Fee Forfeiture Rules

Candidates are advised to fill Round II choices carefully because the security fee forfeiture clause applies.

If a candidate participates in Round II merely to take a chance and subsequently does not FLOAT or FREEZE the allotted college, the security deposit will be forfeited. Such a candidate can participate in Round III only after paying the security fee again.

If a candidate receives an allotment against a new choice, the seat allotted in Round I will automatically be cancelled and offered to the next eligible registered candidate. The counselling board will not be responsible for mistakes made by candidates during choice filling.

If a candidate does not receive an allotment against a new choice, the Round I seat will be retained. The candidate can surrender the Round I seat according to the specific timeline announced by the counselling board.

Round I Seat Vacating Deadline

Candidates admitted through Round I have a final opportunity to vacate their allotted seat through online mode by:

September 21, 2026, up to 5:00 PM

After 5:00 PM on September 21, 2026, candidates will not be permitted to vacate the Round I seat under the stated procedure.

Vacant Seats and Choice Filling

Candidates are advised to select as many choices as they prefer, irrespective of the seat status displayed in the seat matrix.

The final Round II allotment will consider vacant seats as well as seats that become vacant because of upgradation or withdrawal up to September 21, 2026, at 5:00 PM.

Round II choices will remain valid only for Round II counselling.

Allotment Letter and Admission

The allotment letter will be made available through the HNBUMU website along with necessary instructions.

Candidates must produce a printout of the allotment letter at the time of admission to the allotted college. The instructions state that no extension will be permitted for the last date of admission.

Candidates who FREEZE their allotted seat must report to the concerned college in person with all required original documents for verification and the required balance fee, other than the advance tuition fee, for confirmation of admission.

Security Deposit Refund

The security fee will not be adjusted against tuition or any other fee.

If the security fee is not forfeited, or there is any excess deposit, it will be refunded separately only after one month from completion of Round III counselling.

Round III Counselling

Round III counselling will be conducted subject to the availability of vacant seats. Detailed guidelines for Round III will be notified separately.

The counselling board has also clarified that the rules and regulations may change according to directions from courts, regulatory bodies or the State Government.

Bond and In-Service Candidates

Candidates already under a compulsory service bond in Uttarakhand must comply with the conditions specified in their bond and applicable directions of the State Government, Directorate General of Health & Family Welfare and courts.

In-service candidates from Uttarakhand, other states, the Central Government, PSUs and other applicable organisations must also comply with their respective service rules.
