Hemwati Nandan Bahuguna Uttarakhand Medical Education University (HNBGU Medical University) has issued an important notice for candidates participating in the NEET UG 2026 Uttarakhand State Centralised Counselling for MBBS and BDS admissions under the Persons with Disabilities (PwD) category.
According to the notice uploaded on 12 August 2026, candidates applying under the PwD category must obtain their Disability Certificate from a medical assessment centre designated by the National Medical Commission (NMC). Certificates issued by non-designated centres will not be accepted for admission under the PwD category.
The university has advised all NEET UG 2026 MBBS and BDS candidates participating in Uttarakhand state counselling to ensure that their disability certificates are obtained strictly in accordance with the prevailing NMC guidelines.
The development follows an MCC notice dated 7 August 2026, which informed candidates and participating institutes about an NMC addendum to the guidelines for assessment of Persons with Benchmark Disabilities (PwBD) for MBBS admission 2026.
The MCC also informed candidates that Appellate Disability Assessment Boards have been constituted for candidates who are declared ineligible by the Primary Disability Assessment Medical Board.

Candidates who are declared ineligible by the Primary Disability Medical Board can submit an appeal before the commencement of their respective NEET counselling round.
The MCC notice also lists numerous Primary Medical Assessment Boards across India authorised to assess PwBD candidates and issue eligibility certificates as per applicable NMC norms. These include designated centres in Uttarakhand, Karnataka, Maharashtra, Gujarat, Assam, Tamil Nadu, Bihar, Andhra Pradesh, Chhattisgarh, Himachal Pradesh, Odisha, Telangana, Meghalaya, Jammu, Madhya Pradesh, Puducherry and other regions.
For Uttarakhand candidates, the listed centres include Dr Sushila Tiwari Memorial Government Hospital under Government Medical College, Haldwani and Government Doon Medical College, Dehradun.
Candidates declared ineligible by a Primary Disability Assessment Medical Board can submit an appeal through the email IDs specified by MCC:

Candidates must indicate their preferred Appellate Disability Assessment Board before the commencement of their respective NEET counselling round.
The appellate board will examine the candidate's relevant medical and disability documents and conduct the required assessment. After assessment, the board will issue its final decision regarding the candidate's disability status, percentage of disability and eligibility under the PwBD category.
Candidates participating in the Uttarakhand NEET UG 2026 State Centralised Counselling should verify that their disability certificate has been issued by an NMC-designated assessment centre before proceeding with admission formalities.
