Uttarakhand NEET UG Counselling 2026: HNBUMU Issues Round 2 Guidelines, Seat Surrender Deadline September 9

The Hemwati Nandan Bahuguna Uttarakhand Medical Education University (HNBUMU), Dehradun has issued important instructions and rules for the Second Phase of Uttarakhand NEET UG 2026 State Centralised Counselling for admission to MBBS and BDS courses.

The notice, published on September 7, 2026, outlines the eligibility conditions for Round 2, registration and fee requirements, fresh choice filling, seat upgradation, document submission, reservation rules and procedures for surrendering an admitted seat.

Candidates are advised to carefully follow the instructions issued by HNBUMU before participating in the second phase of counselling.

Who Can Participate in Uttarakhand NEET UG Round 2?

According to the notice, the following candidates are eligible to participate in the second phase of Uttarakhand NEET UG 2026 counselling:

  • Candidates who did not register in Round 1 but wish to participate in Round 2.
  • Candidates who registered in Round 1 but were not allotted any seat.
  • Candidates who were allotted a seat in Round 1, selected the FLOAT option within the prescribed period and now wish to participate for seat upgradation.
  • Candidates who were allotted a Round 1 seat but did not select either FLOAT or FREEZE within the prescribed period and now wish to participate in Round 2.

However, candidates who selected FREEZE in Round 1 and completed the admission process within the prescribed time will not be eligible to participate in Round 2.

Fresh Registration and Choice Filling Mandatory

Candidates who wish to participate in Round 2 must complete the prescribed registration or re-registration process and submit a new online application and fresh choices.

Candidates who already paid the registration fee and security deposit during Round 1 do not have to pay these amounts again, but they must log in through their registered ID and complete the fresh choice-filling process.

Candidates who paid only the registration fee in Round 1 but did not pay the security deposit will have to pay the applicable security deposit before participating in Round 2.

Candidates who did not pay either the registration fee or security deposit in Round 1 must pay the prescribed amounts and complete the online application process for Round 2.

Round 1 Choices Will Not Remain Valid

One of the important instructions for candidates is that the choices submitted during Round 1 will automatically be treated as cancelled for Round 2.

Therefore, every eligible candidate wishing to participate in the second phase must submit fresh course, college and seat choices within the prescribed counselling period.

Candidates must also complete the final Choice Submit process. Failure to complete the required online application and choice submission may make the candidate ineligible for seat allotment in Round 2.

Candidates Can Change Their Quota Preference

Candidates may also modify their previously selected quota, such as State Quota or All India-Open Quota, while participating in Round 2, subject to the applicable rules.

If the security deposit already paid is higher than the amount required for the newly selected quota, no additional security deposit will be required. If the previously deposited amount is lower, the candidate will have to deposit the required balance.

Any excess security deposit will be refunded online after completion of the counselling process, according to the procedure mentioned by the University.

Candidates Must Upload Documents

All candidates participating in Round 2, including those under FREEZE and FLOAT, are required to upload scanned copies of their documents through the candidate login.

Candidates who already uploaded their documents during Round 1 do not need to upload them again.

The notice further states that candidates who made a FREEZE choice in Round 1 but did not complete the admission process can participate in Round 2. Similarly, candidates with a FLOAT seat can participate for upgradation by submitting fresh choices.

Seat Upgradation Rules

Candidates who selected FLOAT in Round 1 and accepted the option within the prescribed period are eligible for seat upgradation in Round 2.

If a FLOAT candidate is not upgraded in Round 2, the previously allotted seat/institution will remain secured, and the candidate may become eligible for further upgradation in the next counselling phase.

Candidates should select only those colleges, courses and seats where they genuinely wish to take admission if upgraded.

Candidates who receive a Round 2 seat but do not want further upgradation must physically report to the allotted medical or dental college with their original documents and complete the admission process. Such candidates will be treated as FREEZE candidates.

Uttarakhand NEET UG 2026 Seat Surrender Deadline

HNBUMU has also issued specific instructions regarding Seat Surrender/Withdrawal/Vacate.

Candidates who secured a seat through Round 1 by selecting FREEZE and completed admission but now wish to leave the admitted seat can surrender the seat only through the prescribed process up to:

September 9, 2026, 5:00 PM

Candidates with a Round 1 FLOAT seat who wish to surrender their seat may also do so within the prescribed deadline and procedure.

After 5:00 PM on September 9, 2026, candidates who were admitted through Round 1 will not be permitted to surrender their FREEZE/FLOAT seat under the stated procedure.

Security Deposit Rules

If a candidate receives a Round 2 seat and does not select FREEZE or FLOAT, the security deposit may be forfeited as per the applicable Government of India, NMC/MCC and counselling rules.

Candidates who take admission to a Round 2 seat will be allowed to surrender the seat only within the period specified by the counselling authority, subject to the applicable forfeiture rules.

Reservation Rules

Reservation benefits in the state quota will be provided according to the prevailing policies and decisions of the Government of Uttarakhand on the date of counselling.

The notice states that category and sub-category benefits are available only to eligible original/permanent residents of Uttarakhand, subject to production of valid certificates issued by the competent authority.

Candidates claiming reservation must ensure that their certificates are valid on the relevant counselling and admission dates.

For OBC candidates, the caste certificate must remain valid up to the counselling and admission date. Candidates are advised to verify the validity of their OBC certificate before participating in the counselling process.

Candidates Must Check College Fees Before Choice Filling

HNBUMU has advised candidates to carefully check the fee structure, bond conditions and recognition status of seats/institutions before selecting their choices.

Candidates will be responsible for the choices of college, course and seat submitted by them. Therefore, candidates should obtain complete information from the concerned institution before finalising their choices.
