The NEC Merit Scholarship is offered by the North Eastern Council (NEC), Ministry of DoNER, Government of India.
It provides financial support to students of the North Eastern Region (NER) for pursuing Diploma, Degree, Post-Graduate, M.Phil., and Ph.D. courses within India.

Basic Eligibility

  • Be a permanent resident of any North Eastern State (Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura).

  • Have a family annual income of ?8 lakh or below.

  • Not receive any other scholarship or financial assistance at the same time.

  • Be studying in a recognized institute in India.

  • Apply only in the first year of the course (subsequent years are renewal only).

Minimum Marks Requirement

  • Diploma: 60% in HSLC/HSSLC or equivalent

  • Degree: 60% in Class 12

  • Post-Graduate: 60% in Bachelor's Degree

  • M.Phil./Ph.D.: 60% in Post-Graduate Degree

Other Academic Conditions

  • Scholarship is not allowed for internships or practical training.

  • M.Phil. awarded for 2 years, Ph.D. for 3 years only.

  • Dual degree students receive support only for degree level, not PG level.

  • Diploma: ?20,000

  • Degree: ?22,000

  • Post-Graduate: ?25,000

  • M.Phil./Ph.D.: ?30,000

The amount is transferred directly to the student's bank account through DBT.

You need the following while applying:

  1. Permanent Residential Certificate (PRC)

    • Sikkim students must submit Certificate of Identification (COI).

  2. Income Certificate from competent authority

  3. Bank account details / passbook (in the student's name)

  4. Qualifying exam marksheets/certificates

  5. Synopsis for M.Phil./Ph.D. applicants signed by guide or authority

  6. Any other documents required by the National Scholarship Portal

Step 1: Visit the NSP Portal

Go to the official website: National Scholarship Portal (NSP) – scholarships.gov.in


Step 2: New Registration

  1. Click “New Registration” on the homepage.

  2. Read the Guidelines for Registration carefully.

  3. Tick the undertaking/consent box.

  4. Click Continue.


Step 3: Fill the Registration Form

Enter the following details:

  • Login
  • Student Name (as per Aadhaar)  

  • Mobile Number

  • Email ID

  • Gender

  • Bank Account Number & IFSC

  • Aadhaar Number

 An OTP will be sent to your mobile for verification.

After verification, your NSP Application ID will be generated.
(This ID is very important for login.)


Step 4: Login to NSP

  1. Go to Student Login → Select Academic Year.

  2. Enter:

    • Application ID

    • Password

    • Captcha

  3. Click Login.

On first login, you must change your password.


Step 5: Fill the Scholarship Application Form

Complete the form by entering:

  •  Personal Details
  • Religion

  • Category (SC/ST/OBC/General/Minority)

  • Annual Family Income

  • Aadhaar / EID details

 Academic Details

  • Current Course

  • Previous Qualification

  • Roll Number

  • Institution details (Select from dropdown)

 Bank Account Details

  • Your name must match bank account name

  • Provide correct IFSC & account number


Step 6: Upload Required Documents

Documents vary by scholarship but usually include:

  • Aadhaar Card

  • Income Certificate

  • Caste Certificate (if applicable)

  • Bonafide Certificate

  • Marksheet (previous exam)

  • Bank passbook copy

  • Fee Receipt / Admission proof

  • Domicile Certificate

  • Disability Certificate (if applicable)
