As specified in the notification, Management Quota seats in Non-Minority Dental Colleges are distributed into three subcategories.
25% of the sanctioned intake, course-wise and institution-wise, will be filled from candidates in General Merit based on their NEET MDS 2026 ranking.
15% of the total intake capacity, course-wise and institution-wise, is earmarked for foreign students, NRI and NRI-sponsored candidates based on inter-se merit among candidates qualified in NEET MDS 2026.
10% of the total intake capacity, course-wise and institution-wise, is for Institutional Preference/In-service Management Quota seats, to be filled based on inter-se merit among candidates qualified in NEET MDS 2026.
Under G.O.Ms.No.102, HM&FW (C1) Department, dated 15 July 2023, the S1 Management Quota seats are further divided.
The notification states that S1A seats are not available in MDS courses due to the limited number of seats in each broad specialty.
Candidates who completed their BDS outside Andhra Pradesh or outside India are eligible only for S2 and S3 seats.
Any unfilled S1B seats may be made available to candidates from across the country during Phase-III/Mop-Up counselling, after all eligible S1B candidates have been considered.
The notification also provides eligibility provisions for NRI Lapsed Category seats under Government of Andhra Pradesh orders G.O.Ms.No.132 and 133, HM & FW Department, dated 11 September 2026.
If eligible candidates are not available during Phase-III/Mop-Up or subsequent counselling phases, vacant S2 NRI seats will first be treated as NRI Lapsed Seats.
These seats will be filled in merit order from eligible candidates under the Management Quota, with candidates paying the tuition fee applicable to S2 NRI seats.
If S2 NRI seats remain vacant after this process, the vacant S2 seats along with vacant S3 Institutional seats may be converted into S1 Management Quota seats and filled through Stray Round(s) based on merit.
According to the notification, all eligible candidates included in the Final Merit List displayed on September 28, 2026 can exercise web options for Phase-I.
The University had displayed the seat matrix on September 21, 2026 for information of candidates.
Candidates can exercise any number of choices for eligible specialties and colleges. There is no specified limit on the number of choices.
However, candidates have been advised to select only those courses and colleges in which they are genuinely interested.
Candidates must carefully exercise their web options because the choices submitted through the online system will be considered for seat allotment.
Candidates can log in again before the cutoff date to rearrange their priority list.
The University has also stated that any modifications made during the candidate's last login, even if not manually saved, will be automatically saved and considered for seat allotment.
Candidates should take a printout of their saved web options for future reference.
Candidates must keep their individual login credentials, email ID and OTPs confidential. The candidate will be responsible for any misuse of login credentials or web options exercised through their account.
Candidates allotted a Management Quota seat under S1, S2-NRI or S3-Institutional Quota must report to the allotted college within the stipulated time mentioned in the allotment order.
Candidates who fail to report will not be eligible for allotment of the same specialty under the respective quota in the same college in subsequent counselling phases.
Selected candidates must:
Failure to complete the admission process within the specified time will result in automatic cancellation of admission.
Original certificates will be verified at the time of admission at the respective college.
If any discrepancy is found during verification, the provisional allotment may be cancelled and further action may be initiated as per applicable rules.
Candidates are therefore advised to ensure that all documents submitted during the counselling and admission process are valid and accurate.
Candidates who have already reported and joined a seat allotted under Competent Authority Quota (CQ) Phase-I/Phase-II and are subsequently allotted a Management Quota seat in Phase-I may join the Management Quota seat after first submitting their resignation from the previously joined CQ seat.
The resignation must be updated online by the Principal of the concerned college before the candidate proceeds to report to the Management Quota allotted college.
The notification also states that a candidate who joins an allotted CQ seat in Andhra Pradesh may slide to a Management Quota seat allotted in Phase-I, subject to the stated conditions. In such cases, the tuition fee already paid for the CQ seat will be returned by the concerned college.
The notification specifies that the following candidates will be eligible to exercise web options in Phase-II counselling:
Candidates who did not join or resigned from a Phase-I allotted seat will not be able to exercise that particular allotted seat as an option in Phase-II and subsequent counselling.
As per G.O.Ms.No.67 dated 21 April 2017, in the final phase of final counselling, a candidate who exercises web options and joins an allotted seat will not be permitted to withdraw from that seat.
The notification states that a candidate who withdraws from the allotted seat may be debarred for three years from admission to PG Dental Degree/Diploma courses in colleges in Andhra Pradesh, in addition to payment of INR 3,00,000, as specified in the notification.
Discontinuation from the course is permitted only after completion/closure of the counselling process according to the schedule notified by the Medical Counselling Committee (MCC).
