The Directorate General of Medical Education and Training (DGME), Uttar Pradesh, has released important guidelines for the appointment of candidates to Senior Resident posts under the mandatory government service bond. The notice, dated October 29, 2026, applies to all candidates from the NEET MDS 2023 batch and one candidate from the NEET MDS 2021 batch who completed the final-year examination alongside the 2023 batch.
Medical officers belonging to the Provincial Medical and Health Services (PMHS) cadre are excluded from these instructions. The online counselling process will be conducted to allocate candidates against available vacancies based on their All India MDS rank and category options.
The counselling schedule is available on the official websites, dgme.up.gov.in and dgmeonlineposting.upsdc.gov.in.
Participation in the online counselling process is mandatory for all eligible NEET MDS 2023 batch candidates and the specified NEET MDS 2021 batch candidate, excluding PMHS cadre medical officers.
Candidates who do not participate may be posted to any medical college in Uttar Pradesh against the remaining vacant seats after counselling, in the public interest. The responsibility for not participating will rest with the concerned candidate.
Candidates currently enrolled in a fellowship, Post-Doctoral Certificate Course (PDCC), or an equivalent course after obtaining a No Objection Certificate (NOC) from the Directorate are not eligible for this counselling.
Eligible candidates must register online through the designated posting portal. The main instructions are as follows:
Log in and complete the registration process within the prescribed period.
Check the All India MDS rank displayed during registration.
If the displayed rank requires correction, personally visit the Directorate during the registration period with the relevant supporting documents.
Upload the applicable reservation certificate during registration if claiming reservation benefits.
The Directorate has clarified that requests for rank corrections will not be considered after the registration process is completed. Candidates should therefore verify their details carefully before completing registration.
Seat allotment will be conducted online against available vacancies. The allocation will depend on the candidate's All India MDS rank and category preferences.
Candidates must lock their choices within the specified date and time. If a candidate fails to lock the choices within the prescribed schedule, the choices will be automatically locked after the deadline.
Seats available for category merger will be displayed as virtual vacancies during the counselling process.
The notice specifies several conditions for candidates seeking reservation benefits.
Reservation eligibility: Reservation benefits will be available only to eligible candidates belonging to reserved categories of Uttar Pradesh. Candidates from outside Uttar Pradesh will not receive reservation benefits under these provisions.
Valid certificates: Reservation certificates must be issued by the competent authority in Uttar Pradesh and follow the format prescribed by the Uttar Pradesh government.
Central government certificate formats: Certificates issued in formats intended for appointments under the Government of India will not be accepted for this counselling.
OBC certificate validity: The OBC reservation certificate must not be older than six months before the commencement date of the mandatory government service bond counselling.
Certificate upload: Candidates claiming reservation must upload the relevant certificate during registration.
Online verification: If a certificate is found invalid, incorrect or not in the prescribed format during online verification, the reservation benefit will not be granted. The candidate will be considered under the Unreserved category for seat allotment.
EWS reservation: EWS reservation benefits will not be available in this counselling. Vacant Senior Resident posts under the EWS category will be included in the Unreserved category for allotment.
If no eligible candidate is available in a reserved category, the remaining vacant seats will be converted according to the procedure specified in the government order dated January 29, 2025.
| S. No. | Original Category | Category for Conversion |
|---|---|---|
| 1 | Scheduled Tribe (ST) | Scheduled Caste (SC) |
| 2 | Scheduled Caste (SC) | Unreserved (UR) |
| 3 | Other Backward Classes (OBC) | Unreserved (UR) |
The Directorate will follow this conversion sequence while completing the allotment process. Seats available for merger will be displayed as virtual vacancies.
Candidates must ensure that all submitted documents and information are genuine and accurate. If an allotment is obtained using misleading or forged documents, the allotment will be cancelled and legal action may be initiated under the relevant provisions of the Bharatiya Nyaya Sanhita.
Candidates should regularly check the official websites for the counselling schedule, registration deadlines, choice-filling dates and other updates. The notice does not specify the detailed counselling dates in the text provided; candidates should refer to the official schedule published by the Directorate.
