The Directorate of Medical Education (DME), Government of Manipur, has issued a notification announcing the available seats for the third round of Manipur Medical eCounselling 2026–27. The notification was published in Imphal on October 9, 2026, under reference number DME-18/1/2026-HEALTH, in continuation of the Directorate's notification dated October 8, 2026.

The updated seat matrix covers State Government quota vacancies for MBBS, Bachelor of Dental Surgery (BDS) and Bachelor of Audiology and Speech-Language Pathology (BASLP) courses. The institutes mentioned in the notice include the Regional Institute of Medical Sciences (RIMS), Jawaharlal Nehru Institute of Medical Sciences (JNIMS), Churachandpur Medical College (CMC), SAHS and Regional Dental College (RDC), Guwahati, depending on the course.

According to the notification, the published seat matrix includes 11 MBBS seats, 8 BDS seats and 4 BASLP seats. Candidates participating in the third round should carefully review the institute-wise and category-wise vacancy details before making decisions based on the available seats.

The Directorate has also clarified that the Management Quota seat matrix will be subject to the outcome of Writ Appeal No. 28 of 2026. Therefore, candidates should check subsequent official notices for any changes affecting these seats.

Manipur Medical eCounselling 2026: MBBS Round 3 Seat Matrix

The notification provides the following institute-wise availability for MBBS seats under the State Government quota.

BDS Round 3 Available Seats

The notification also lists available BDS seats at RIMS, JNIMS and RDC, Guwahati.

As per the published matrix, eight BDS seats are listed as available for the third round, including six at JNIMS and two at RIMS. No available seats are listed for RDC, Guwahati, in this table.

BASLP Round 3 Available Seats

The Directorate has also included vacancies for the Bachelor of Audiology and Speech-Language Pathology (BASLP) course.

According to the notification, four BASLP seats are available at RIMS, including one UR seat, two ST seats and one OBC (M) seat.

Rules for Filling Vacant Meritorious Reserved Candidate Seats

The notification explains the provisions governing vacant seats associated with Meritorious Reserved Candidates (MRCs) under the Manipur MBBS/BDS/BASLP (Selection of Candidates for Nomination) Rules, 2021, as amended up to 2025.

Under Rule 2(xi), an MRC is a candidate belonging to a reserved category, such as SC, ST or OBC, who is selected on merit and placed in the Unreserved (UR) category.

The Directorate has referred to Rule 20(iv), which allows an eligible MRC to choose a seat earmarked for the reserved category to which the candidate belongs, without being disadvantaged compared with less-meritorious reserved-category candidates. The reserved-category seat selected by the MRC is treated as part of the UR category for this purpose.

The rule also specifies how the resulting vacant seats are treated:

• The UR seat that would otherwise have been allotted to the MRC is treated as a reserved-category seat and filled from the relevant reserved-category list.

• If an MRC who used this provision vacates the UR seat, the vacant seat is converted back to its original reserved category.

• If a reserved-category candidate who used this provision vacates the reserved seat, that seat is converted back to the original UR category and filled from the UR list.
