The Directorate General of Medical Education and Training (DGME), Uttar Pradesh, has released guidelines for the third round of UP NEET MDS 2026 online counselling. The notice, dated October 23, 2026, outlines the rules candidates must follow during choice filling, seat allotment, upgradation and admission.
Seat allotment in Round 3 will be conducted according to the Round 3 merit list. Candidates are advised to read the counselling guidelines and the applicable government order and brochure before participating.
Candidates who remained unallotted or joined a seat during Round 1 or Round 2 will not need to deposit the security amount again to participate in Round 3.
However, candidates who were allotted a seat in Round 2 but did not take admission, or who resigned after admission, will have their entire security deposit forfeited. Such candidates must deposit the security amount again if they wish to participate in Round 3.
Candidates should carefully review their eligibility and payment status before proceeding with the counselling process.
During Round 3 choice filling, candidates will be able to see vacant seats, including seats that remained unallotted, were marked as not reported, or were vacated through resignation in Round 2.
The choice-filling portal will also display Seat Against Cancellation (SAC) options. These are virtual vacancies linked to seats held by candidates who are already admitted. If an admitted candidate receives an upgraded seat, the previously occupied seat may be allotted to another eligible candidate according to merit and preferences.
The seat matrix displayed during choice filling will therefore include both clear-cut vacancies and applicable SAC options.
Candidates must lock their choices after completing the choice-filling process. Candidates who do not lock their choices will not be included in the seat allotment process. The responsibility for completing this step rests with the candidate.
The portal may display options from reserved categories in addition to the vacant seats available under the candidate's own category. If reserved-category seats remain vacant, they may be merged and allotted according to the applicable government order dated July 23, 2026.
Candidates seeking upgradation should carefully select their preferred options and review the consequences before submitting their choices.
If a candidate receives another seat through the upgradation process, the previously allotted seat will automatically become vacant and may be allotted to another candidate.
If no upgradation occurs, the candidate's existing admitted seat will remain unchanged.
Candidates should ensure that they select their choices carefully, particularly if they want to retain their current admission while seeking an upgrade. If their previously admitted seat is allotted to them again, they will need to complete the admission process at the nodal centre as required by the guidelines.
Candidates allotted seats in government dental colleges through Round 3 must complete admission formalities. Failure to take admission will result in the forfeiture of the entire security deposit.
Candidates admitted to government dental colleges through Round 1 or Round 2 must also follow the applicable rules if they receive an upgraded seat in Round 3. If they do not take admission after re-allotment, the entire security deposit and all fees paid at that time will be forfeited, according to the notice.
Candidates allotted seats in private dental colleges through Round 3 must complete admission. Failure to do so will result in the forfeiture of the entire security deposit.
For candidates already admitted to private dental colleges through Round 1 or Round 2, the consequences of not joining after upgradation are different from those applicable to government colleges. In such cases, the entire security deposit and 50% of the tuition fee paid at that time will be forfeited.
Candidates should consider these financial consequences before filling choices or opting for upgradation.
The notice specifies different reporting arrangements for government and private dental colleges.
Government dental colleges: Allotted candidates must report to the concerned dental college or university to complete admission formalities.
Private dental colleges: Allotted candidates must report to the designated nodal centre and complete the required admission procedure.
Medical examination: All allotted candidates must undergo a medical examination conducted by the medical board constituted at the dental college or nodal centre.
College reporting: After completing the admission process at the designated location, candidates must report to their respective dental colleges.
Candidates should follow the reporting instructions issued by the counselling authorities and carry the documents required for admission and verification.
Candidates allotted seats in private dental colleges must submit a CTS bank draft for the prescribed tuition fee at the relevant nodal centre. The draft must be payable at Lucknow in favour of:
Director General Medical Education & Training U.P.
Failure to submit the prescribed tuition fee payment as directed will result in the admission being treated as cancelled.
The prescribed tuition fees and fee structures for minority institutions are available on the official counselling and DGME websites.
Candidates should regularly check the following official websites for counselling updates, seat allotment information, fee details and further instructions:
