The University Grants Commission (UGC) has notified the UGC (Promotion of Equity in Higher Education Institutions) Regulations, 2026, making it mandatory for all universities and colleges across India to strengthen measures against discrimination and promote inclusive education. The regulations came into effect from 13 January 2026 with their publication in the Official Gazette.

As per the new rules, every Higher Education Institution (HEI) must establish an Equal Opportunity Centre (EOC) to support students from SC, ST, OBC, EWS, Persons with Disabilities, and other disadvantaged groups. Institutions are also required to operate a 24×7 Equity Helpline to report discrimination-related issues while ensuring confidentiality.

UGC has mandated the formation of Equity Committees, Equity Squads, and Equity Ambassadors on campuses to monitor and prevent discriminatory practices. All students, faculty, and staff must submit an undertaking at the time of admission or appointment, pledging not to engage in any form of discrimination.

Non-compliance may lead to strict action, including suspension of degree programs, ODL and online courses, and removal from UGC’s approved list. These regulations aim to ensure a safe, inclusive, and equitable academic environment for all stakeholders.
